In accordance with Presidential Decree No. 233/21, Article 24 (Provincial Services)
1. INEFOP's Provincial Services are deconcentrated administrative units endowed with administrative autonomy, whose creation is determined in accordance with the joint assessment of the holders of the Ministerial Departments responsible for the Labor Administration and Finance sectors.
2. The Provincial services have the following powers: a) To promote the dissemination and knowledge of public employment, entrepreneurship and professional training programs;
b) Participate in the organization of the job market with a view to the socio-professional development of human resources at the local level;
c) Certify professional skills, in cooperation with employers, professional representations and others;
d) Authorize and monitor the activities of private professional training centres;
e) Promote and ensure equal opportunities in access to information, guidance, guidance, professional training and employment, especially for young people and other more vulnerable social groups.

3. The Province Services comprise the following internal structure:
a) Employment and Vocational Training Section;
b) Administration and General Services Section.

External Executive Services:
Job Centers;
Vocational Training Centers;
Integrated Employment and Vocational Training Centers;
Mobile Professional Training Units;
Pavilions for Vocational Training in Arts and Crafts;
Occupational Service Provision Pavilions.
