The Mandume ya Ndemufayo University, created by Decree nº 7/09 of 12 May (Article 16), is a legal person governed by public law, with legal personality, and scientific, pedagogical, administrative, financial, patrimonial and disciplinary autonomy under the tutelage of the Government. Angolan through the Ministry of Higher Education.

The UMN has a binary nature, characterized by the integration, within it, of university and polytechnic institutions, with a unified organization, aimed at training senior staff and researchers in the various branches of scientific knowledge.

UMN is part of the 6th academic region, covering the Provinces of Huíla, Namibe, with headquarters in the city of Lubango, Province of Huíla.

UMN's Mission is to produce and disseminate knowledge to train qualified citizens and professionals, committed to the sustainable development of Angola, specifically emphasizing:

Human, cultural, scientific and technical training;
Conducting fundamental and applied research;
The preservation and enhancement of its scientific, cultural, artistic and natural heritage;
Cooperation with society in its academic region and in the country in general, with a view to mutual appreciation;
Cultural, scientific and technical exchanges with similar national and foreign institutions;
The contribution, in its scope of activity, to international cooperation and bringing people together, with special emphasis on Portuguese-speaking countries and SADC countries.
